HVRP is designed to help homeless veterans reintegrate into the labor force. In order to be eligible for HVRP, an individual must meet the definitions for “veteran” and “homeless,” as described below.

Veteran: A person who served in the active military, naval, or air service, and who was discharged or released under conditions other than dishonorable.

Homeless: A person who lacks a fixed, regular, and adequate residence; lives in a shelter or a place not meant for human habitation; is fleeing or attempting to flee domestic violence; is at imminent risk(within 14 days) of losing their housing; or who was homeless in the 60-day period before HVRP enrollment who have since become housed (recently housed).

Veterans at Risk of Homelessness: Veterans who are at risk of homelessness within 60 days of the HVRP enrolment date.

Basic Center Program (BCP) works to establish or strengthen community-based programs that meet the immediate needs of runaway and homeless youth and their families. The programs provide youth, ranging in the age group of 12-17, with emergency shelter, food, clothing, counselling, and referrals for health care.
